REPUBLIC OF CONGO – ECTN

根据刚果布（ Republic of the Congo ）通告编号 N°151 / CCC/DG 签发于15/04/2004 ，即日起所有运往刚果布（ Republic of the Congo ）黑角（POINTE NOIRE）或在其港口中转的货物都必须在发货港官方代理处申请ECTN证书，如果没有申请此ECTN证书，将视为触犯条例，在刚果布POINTE NOIRE港口导致无法正常清关，并接受罚款。


刚果布ECTN/URN需要提交的资料1：APPLICATION FORM申请表格

2：草本海运提单(DRAFT B/L COPY)
3：商业发票（Shipper盖章）
4：海运费发票（Agent盖章）
5：TI文件（刚果布最新要求，问收货人索取,一般至少2页或更多。）

刚果布ECTN/URN申请流程
一，申请人提供申请资料；
二，我司收到上述材料后出正式账单；
三，申请人安排汇款；
四，我司收到汇款后出证书草稿；
五，申请人确认草稿,在要求内补齐其他资料；
六，我司出具证书正本，并生成URN(ECTN)号码。

注意：正本URN(ECTN, BESC)必须在船离港后5天内完成签发，否则可能产生罚金或者无法清关等。

如何使用ECTN/URN号码
URN(ECTN, BESC)号码生效后，会发到申请人的邮箱。
申请人需将此号码转发给目的港收货人，货代或船公司等。

A Electronic Cargo Tracking Note (ECTN)/ Bordereau Electronique de Suivi Cargaison (BESC) is required for all exports to Congo under directive No. 557/CCC/DG effective 10/01/04.Please note the former Bordereau d’Identification de la Cargaison/ Cargo Identification Note (BIC) system has been replaced by Electronic Cargo Tracking Note (ECTN)/ Bordereau Electronique de Suivi Cargaison (BESC).

Procedure:
1. Please send required documents to "africa@tlanes.com"
2. Invoice will be sent to you by e-mail from us.
3.Draft will be created and sent to you AFTER receiving payment in our account.
4.Original ECTN certificate and ECTN number will be forwarded after confirming all data.


Congo ECTN Rules
Bills of Lading require authorized loading certificate, cargoes without a corresponding certificate will not clear customs and will be issued additional ECTN fines.Loading certificates have specific serial numbers which must be signed, dated and stamped by the authorized ECTN representative.
